Age Limit: NRM Youth Leader Robert Rutaro Arrested

Police have arrested NRM youth league member, Robert Rutaro, Chimp Corps report.

Rutaro, who claims to be the Head of NRM Youth Desk was in company of several others as they tried to address a press conference at Makerere University Guest House to denounce plans to amend the Constitution to allow President Museveni serve another term in office.

The group, under an umbrella organisation, ‘UB40’, says it represents youth below 40 years who are opposed to the constitutional amendment.

Rutaro is a controversial NRM youth winger, having served as Makerere Guild President.

He would later work in the legal department of the Ministry of Defence.

Rutaro was later seconded by then Chief of Defence Forces Gen Aronda Nyakairima to pursue a course in Europe.

On return, Rutaro started a law firm in Kampala which has been struggling financially.

He, however, continued to mobilise support for the NRM party.


He was the brains behind the petition before the Constitutional court that blocked the trial of Gen Kale Kayihura at Makindye Court.

His decision to publicly oppose Museveni’s second term underlines the desperation among youth leaders in the party.

It also points to greed among NRM officials.

Sources say at one time Museveni blasted Rutaro’s league for unrelentingly asking money from him.

In one State House meeting, Museveni reportedly told the NRM youth: “When I leave presidency, you people will die of hunger.”

Government spokesperson Ofwono Opondo recently said the recent publication of a notice in the Uganda Gazette to enable President Museveni appoint a constitutional review commission was being “vulgarized” and that “the opposition could lose debate aimed at revamping the Constitution.”

He further said “Ugandans should also watch out for scavengers looking for soft money as they raise the stakes.”

Opondo also stated that “cabinet has not debated, let alone decided on any specific matters relating to which provisions should or ought to be amended.”

But opposition leaders say plans to amend the Constitution are in high gear.

The NRM party leader will clock 75 years in 2019, just two years before the national elections.

Officials say Rutaro has been taken to Makerere University Police post for interrogation.
