“Inquiries are being conducted under instructions of Nabweru Court Chief Magistrate’s Court where a complaint was lodged by Lord Mayor in respect of above offenses against some police officers in the pursuance of section of 42 sub-sections 7 of the Magistrates Court Act Cap 16,” part of the letter, signed by deputy CIID Director, Geoffrey Musana, reads in part.
The politicians will “record a statement and provide relevant information,” to help in the investigations, according to Musana.
Nabweru Chief Magistrate, Justine Atukwase on March 25 wrote to CIID to investigate the role of police officers accused by pressure group For God and My Country (4GC) in a recent attack on Besigye and other opposition activists as they prepared to address a rally in Kawempe Township.
The activists had been invited by the town’s Mayor Mubarak Munyagwa.
However, before they could step out of their cars, Lukwago and Besigye were threatened with violence by stick-wielding men who were heard shouting “we are tired of violence and riots masterminded by opposition.”
Police say they quickly used teargas and fired in the air to disperse the riotous crowds before escorting Besigye and Lukwago back to their respective homes.
Opposition say Police connived with the goons to attack their leaders, allegations the law enforcement unit denies.
In her letter, Atukwase asked CIID to establish “the officers who were at the scene, who actually damaged the property (Dr Besigye’s car), in question, who executed the matter and any other necessary information to enable court to proceed with the issuance of summons in this matter.”
Earlier, 4GC sued Inspector General of Police Gen Kale Kayihura, Kampala Metropolitan Police Area commandant, Felix Kaweesi, RPC Kampala South, Michael Mugabi, and Kawempe DPC Bakaleke Siraje.
CIID now says the politicians will have to substantiate their allegations by recording statements.
Besigye is supposed to appear at Kasangati Police Station at 11am tomorrow.
Other summoned opposition figures include Deputy Mayor Suleiman Kidandala, who has been directed to appear at Kampala Central Police Station at 11am.
MP Ibrahim Ssemujju Nganda is required to appear before Kiira Road DPC while Shafik Koolo, Nusufa Nyakato and Fred Kato Shafik Koolo will record statements at Kawempe Police Station.
