Lucima said the government has not been able to prevent or convincingly explain to Ugandan citizens recent waves of killings and mysterious attacks and this demonstrates the inability of the NRM government to govern the country.

He added that on March 4, 2013, assailants attacked Mbuya barracks where one person was reported dead and Capt. Omoro, WO II Omony, Private Karakwel and Sgt. Obeda were detained.

However, different people appeared before the General Military Court Martial on Tuesday, identified as Lt. Augustine Moro, Private Kenneth Okello Kalokwera, and Ivan Ebong who have been charged with treason.

This leaves many Ugandans unaware of who was detained and who was charged with treason demanding an explanation from the government.

He said the only thing that can clear these doubts and fears from the minds of Ugandans is an independent and credible investigation. Not by the army or the police, but a special body including some elements from the police and army, constituted specially to address these events.

The police and the army should concentrate on instituting internal measures for stringent regulation of the bearing of arms by security services personnel, including the army, the police and the prison.

Lucima added that there is no reason why every security personnel should be bearing arms in public places, even those who are not on duty saying that Uganda is not in state of war.
