Police have been searching for Kazinda’s whereabouts after he mysteriously disappeared on July 16 without submitting the final book of accounts for 2011/12 financial year, which ended on June 30.

Media reports showed that the Permanent Secretary in the Prime Minister’s office Pius Bigirimana described as “the highest level of professional misconduct” the reported disappearance of Kazinda.

“He has disappeared without authority; he is away without official leave and I consider it to be the highest level of professionalmisconduct.He is required to come and prepare the final accounts and hand over. That is all I need from him,” Bigirimana was quoted as saying.

Kazinda’s decision to disappear from office has baffled many, sparking speculation that he could either be a victim of infighting at the Prime Minister’s office or is fleeing from justice after swindling government funds.

It’s important to note that in November 2007, police arrested and interrogated six officers from the Prime Minister’s office, including then permanent secretary Martin Odwedo and Kazinda on the orders of the Public Accounts Committee.

Others officials arrested included Emilio Mondo, Dorcus Okalany, J. Esonyu, among others for failure to account for sh1.3b, contempt of Parliament and presenting false documents.

The Auditor General had discovered cases of impropriety in handling government funds.
