Museveni last Friday told Parliament nobody would sabotage oil exploration and extraction.
He further elaborated oil money would be used for energy research and building durable infrastructure.
Besigye further alerted the youth-dominated rally to start preparing to liberate their country from Museveni’s tyranny.
He said Ugandans must overcome fear if they intend to cause regime change.
The rally was also addressed by MP Betty Nambooze among others.
