UK debt collection plan has 'failed'

Hospitals in England are being given strict guidelines on safe staffing levels for nurses – but they stop short of giving absolute minimums.

The UK is owed £22bn in tax, page fines and other debts and the government has “failed” in its approach to recoup it, according to a report from the Committee of Public Accounts.
