Memories, Police publicist Fred Enanga told Chimpreports, of the deadly 2010 Terror attacks in Kampala which claimed over 80 lives and left scores with lifetime scars, are still fresh.

The twin suicide bombings at Lugogo Cricket Oval and Ethiopian Village restaurant in Kabalagala were orchestrated by Somali Islamist terror group Al Shabaab against football fans watching the World Cup finals match.

Enanga said that police and other national security organs would take no chances, knowing how the terrorists are organised and prepared to jump on every provided loophole.

The measures, he noted, must be observed uniformly by all entertainment venues regardless of size and status.

“Our concern is not how small or big the venue is, but the security of our people. If any lapses are found, the owners will have to lose business,” he said.

The Guidelines, Enanga said, would emphasize especially security of the parking lots, entries and exit points which must be manned by well equipped security guards with help from police where necessary.

“The circular will be spread down to the lowest security units and police posts because these are the ones well versed with all spots that will screen the games,” he added.

Venues without or unable to acquire walk-in metal detectors were asked to quickly purchase hand gadgets as well as enhance their security manpower.
