“The chairman should pay or else leave the house and we rent it to some other people who are ready to pay the district,” they chorused.
The committee also in its report recommended that that recovery of rent arrears from civil servants and political leaders who are staying in Kabale District Local Government houses should start as soon as possible adding, that a 50% of net pay per month should be made.
They say that he is entitled to accommodation, transport, airtime, water, electricity, domestic servant, medical care.
However, the Kabale district chairman vowed not to leave the house saying, that he is legally occupying the house in relation to the local government act.

“As long as am still the district chairman, I will stay in this house and nobody will evict me,” Keihwa said.
According to Keihwa the local government act gives him among other privileges; housing, medical facilitation and food which is supposed to be provided to him by the district local government.
