Media has lately been awash with reports that some ruling NRM Members were planning to table legislative amendments with a potential effect of extending the life of the president, parliament and local government leaders to 2021 without going to the ballot.

They point out a need for sufficient funds and time for operationalisation of new electoral reforms as some of the justifications.

“We are not surprised,” said Otunnu on Thursday. “This is Museveni being Museveni. If he thinks he can get away with something, he will do it.”

Otunnu described the planned move as a ‘desperate measure by president Museveni and a regime that has lost all legitimacy.’


“Museveni knows that in any free and fair election he stands no chance of being voted president by the people of Uganda,” he said.

The UPC president thus warned that the opposition in unity with all Ugandans must stop the simmering project before government takes it a notch higher.

Government on the other hand has repeatedly denied knowledge of the existence of such plans, while the Electoral Commission has described it as unconstitutional and impossible.
