It should be remembered that 2013 PLE and UCE results too delayed after reports indicating that Uneb was in a huge a financial crisis.
It was further reported that the board requested the ministry of Finance through ministry of Education for more money so as to facilitate the marking exercise.
Our inside sources say the Uneb Chairman, Mr Fagil Mandy, is currently at loggerheads with the Uneb Executive Secretary, Mr Mathew Bukenya, an issue closely connected with the delay of the results.
“While Mandy tried to convince the public that the results were delayed by breakdown of computers and scanners, Bukenya refuted the excuse publically hinting at the storm that is brewing within the examination body,” a source clarified.
“This is not true at all…technically, the optical mark reader used by Uneb cannot crash,” Bukenya was quoted as saying, totally discrediting the former.
Nonetheless, Mandy insisted on his statement.
Relatedly, it is still unclear whether the board will investigate the malpractices in the withheld UCE exams or not.
The investigations team/committee instituted by the body to look into the matter was called off until further notice still “due to internal factors”.
There was no further explanation till now.
The questions being asked now is: are “internal factors” bent on ruining the board?
