Tumwebaze says he will send the report to KCCA councilors to decide on whether they can still move on with the implicated Mayor.

“Lukwago is now at the mercy of councilors. But they can even forgive him,” says Tumwebaze.

The Mayor will as well get a copy of the report.

The councilors are expected to take action in a space of two weeks.


8:00am: The President’s office is Thursday set to release the Kampala Capital City Authority (KCCA) investigation report that is widely expected to end Erias Lukwago’s reign as the city Mayor, Chimp Corps report.

The report will be released at a function which will be held at the Office of the President in Kampala starting 9:30am.

The KCCA tribunal led by Justice Catherine Bamugemereire is expected to determine whether Lukwago is competent and executes his duties


The tribunal recently listened to witnesses who accused Lukwago of not convening meetings, misconduct, abuse of office and incompetence.

Lukwago also lined up several witnesses who defended him before the commission, saying the Mayor was being witch-hunted because of his opposition inclinations.

The Mayor recently said he had received information that Museveni wanted him out of office before the end of November.

“Following my refusal to apologize for crimes that have never been particularized, President Museveni has sanctioned political machinations to oust me before the end of this month,” said Lukwago at a press conference in Kampala last week.

“Since Justice Zehurikize ruled that the current Authority (Council) lacks legal capacity to impeach the Lord Mayor because it is not fully constituted, Dr. Badru Kiggundu has been directed to conduct snap elections for Councillors representing the four professional bodies,” he added.

“The sham election is scheduled for November 19at Hotel Africana and it’s only the Executive Committee members of those bodies-ranging between 8 to 10 – who shall constitute the electoral colleges.”

The Minister for Presidency, Frank Tumwebaze has since denied Lukwago’s allegations, saying the Mayor is only preparing the public for his downfall.

Lukwago says he is ready for a by-election. However, it is feared the tribunal might recommend that Lukwago should not participate in future elections since he has already been declared incompetent.
