Bwanika noted it is wrong for constitutional reforms to be only handled within parliament by Ministers, MPs and the NRM caucus because the constitution belongs to all the people of this country.
Bwanika added the reviewing of the constitution is required and therefore called for a National Conference which will allow all Ugandans to contribute towards the amendments.
“The final version of the reviewed constitution should be subjected to a referendum to be accepted and ratified by the people,” he added.
Bwanika warned, “Never should we come up with a constitution that empowers the parliament to changed entrenched clause like deciding on the term limits.”
This comes in few days after Parliament expressed intentions of amending the constitution.
